How to Paint Over Wallpaper Instructions:
1. First, cut away any slivers of paper that have pulled away from the wall using a utility knife. Use 200-grit sandpaper on rough areas of the wallpaper.
2. If there are cracks or rough spots, moisten the area with a damp towel and place spackle over the area. After the spackle dries, sand it down.
3. Spray primer on any areas that are stained before you start painting. Then, place painter's tape on the baseboards and ceiling and cover the floor with a plastic sheet.
4. Next, paint a coat of prinmer on the walls, or two coats if necessary, and wait for it to dry. You may need to spackle and sand the walls again if stained or cracked areas are still visible.
5. Finally, paint the wall.
